HIPAA's administrative simplification provisions so far have not eased the burden of the healthcare industry's complex payment system. Some organizations have implemented claims management innovations through payer-provider collaborations, e.g., NEHEN, Availity, United Healthcare Online, and AthenaHealth's application suite. The Medicare program needs to change the payment system and make it easier to use electronic claims management.
