The NHS must develop its own managers and the biggest task, and one which cannot be postponed, is the development of many thousands of in-service personnel such as department heads. Last year the NHSTA announced the launching of MESOL, which is designed to this end. Alison Baker describes the thinking behind this ambitious programme. |
