In July 2008, the German Federal Cartel Office declared the
intended marketing model of the DFL concerning TV rights in German
Bundesliga as illegitimate. The main point of criticism was the
postponement of the highlight coverage of German Bundesliga on free TV
on Saturdays. It was planned to offer a marketing concept for the TV
rights that guaranteed highlight coverage of the games on free TV not
before 8 p.m. This regulation could have reinforced the position of pay
TV providers in the German TV market and could have consequently led to
higher revenues out of the marketing of TV rights for the DFL. Besides
this 8 p.m. barrier, the central marketing of TV rights for the German
Bundesliga is also still a matter of legal discussion between the DFL
